The total investment budget of the project is 437.6 million US dollars, including capital investments of 369.5 million US dollars, financial costs during the investment period of 15.6 million US dollars. Counter-financing from the Government of the Republic of Uzbekistan is 52.5 million US dollars in the form of tax and customs benefits.

The $437.6 million program is aimed at improving the infrastructure of the Bukhara region:

  • (a) improve the management of water supply systems in the Kagan, Karaulbazar, Ramitan, Peshkun, Bukhara, Jandar districts, as well as in Bukhara and Kagan of the Bukhara region;
  • (b) improve the management of sewerage systems in the regional centers of Gijduvan, Ramitan, Karakul, Alat and Karaulbazar districts of the Bukhara region;
  • (c) improve the institutional and management structure, as well as the capacity of the operating organization.

The firm will carry out the following activities:

  • Guide and supervise the implementation of the Environmental Management Plan (EMP) before and during construction works;
  • Assist PCU/BS in updating, finalizing and implementing the Resettlement Plan;
  • Prepare the Gender Equality Action Plan (GEAP), Environmental and Social Management Plan (ESMP), Resettlement Plan, consultations and other social development documents;
  • Guide and assist PCU/BS in the implementation of ESMP and for further monitoring the effectiveness of ESMP;
  • Supervise environmental and social management and prepare necessary progress reports for UZST, build capacity in project management;
  • Implement the E&S training and capacity building plan defined in the ESMP sub-project; assist PCU in building the capacity of contractors’ staff in ESHS by organizing workshops/on-the-job training;
  • Guide and supervise the implementation of the Environmental Management Plan (EMP) before and during construction works;
  • Incorporate ESHS requirements in tender documents based on the sub-project ESIA/ESMPS;
  • Supervise contractors to prepare Contractor Environmental and Social Management Plans (C-ESMPs) in accordance with the sub-project ESMP, and approve the C-ESMPs and submit them to the PMU and AIIB for review;
  • Monitor contractors’ implementation of all measures related to health, safety and traffic management included in the construction works contracts;
  • Conduct daily compliance monitoring to assess contractors’ performance in accordance with the sub-project ESMPS and C-ESMPs;
  • Notify the Contractor of any breaches of the Sub-Project ESMP and C-ESMP and establish time frames for implementation of mitigation measures;
  • Monitor the effectiveness of the ESMPS and the adverse environmental impacts of construction activities and propose remedial measures to enable the Contractor to improve the situation;
  • Support the PCU in obtaining all national ESHS approvals prior to construction and thereafter ensure compliance with these requirements;
  • Establish and implement a site safety management system and inspect the Contractor’s construction equipment and ensure the safety of the works, property, personnel and the general public;
  • In the event of accidents/incidents during construction, analyse the root cause and prepare accident/incident reports;
  • Implement the monitoring plan defined in the Sub-Project ESMPs and conduct regular monitoring of compliance with ESHS and labour related requirements.
  • Preparation of tender documents;
  • Monitoring the procurement process, assisting in tendering: evaluation of bids and concluding contracts with winning bidders, contract administration, project management, including review and analysis of detailed design documentation and cost estimates;
  • Supervision of construction works, installation, testing and commissioning;
  • Financial management and activities related to project implementation, namely: assistance in accounting, issuance of payment certificates;
  • During supervision, ensure that the project is carried out in accordance with the schedule, and its quality meets standards and is within the budget;
  • Train the PSU staff and transfer to them knowledge related to project implementation.
