The Republic of Uzbekistan has received a loan from the World Bank (“WB”) to finance “The Water Supply and Institutional Support Project (WASIS)”. This project will fund priority policy, institutional and infrastructure activities at the national and regional levels to promote the sustainability of the sector and accelerate progress towards the Government’s development goals. Moreover, the programmatic approach will contribute to the ongoing sector reform process through comprehensive and consistent support to address existing challenges and constraints, including support for the efficiency improvement process, strengthening policy and planning systems at the central level, as well as institutional capacity for monitoring and regulation.
The project is planned to be implemented in the service area of the Kattakurgan city branch of Samarkand Suv Taminoti LLC (hereinafter — the Kattakurgan branch).

The city of Kattakurgan is the second largest city in the Samarkand region and is located 78 km from the city of Samarkand, downstream of the Karadarya River in the Zeravshan Valley. Over the past decades, industrial production in the city has declined sharply, and currently it is represented mainly by the agro-industrial complex.

A brief description of the services:

  • Study detailed engineering projects and documents, technical specifications, turnkey conceptual designs and suggest any adjustments to improve functionality and performance, as well as compliance of the designed infrastructure with national and international design standards and norms;
  • Making adjustments (after consultation with the Customer and PMU) to any drawings or design documentation in order to bring them in line with the proposed changes in the project;
  • Assisting the Client and PMU in conducting procurement procedures to ensure the achievement of project objectives;
  • To assist the Client and the State Unitary Enterprise in the procedures for opening and closing trades, preparing the minutes of the meeting and submitting it to the relevant authorities in a timely manner;
  • To assist the Client and the State Unitary Enterprise in negotiating and completing the procedures for the concluded contract, including the preparation of a draft contract for submission to the World Bank;
  • To carry out construction supervision, including supervision of contractors to control the quality of construction and installation of equipment, deadlines and cost, from start to completion, including supervision of daily construction and installation work to ensure compliance with the standards of materials and quality of construction work design documentation and specifications;
  • Monitoring compliance with design documentation and construction equipment;
  • Verification of the final commissioning tests carried out after the completion of each construction complex;
  • Check all contract documents, drawings and warn the Client about nonconformities/defects, as well as take all necessary corrective measures with the Client’s consent;
  • Review and approve the invoice for the “contractor’s final payment” after successfully eliminating all defects in the work discovered during commissioning and inspection of the work, and the contractor fulfills outstanding obligations, including all deliveries of spare parts and goods in stock (usually this is listed before the order is issued). certificate of completion of studies;
  • Check the completed work and make sure that all identified defects have been eliminated by the Contractor to the satisfaction of the Client and Consultant;
  • Assist the PMU and the Client in preparing a “Borrower Performance Report” in accordance with the requirements of the World Bank.
