In order to improve operational performance and ensure compliance with national and EU standards, a Long-Term Investment Program (LTIP) was developed. This program includes projects planned by the Company, as well as projects identified by the Consultant. The strategic objectives of the PIP for the development of the wastewater disposal and treatment system in the Kashkadarya region are:

  • Increase the Company’s operational efficiency (energy efficiency and resource efficiency);
  • Reduce operating costs;
  • Improve reliability and quality of services;
  • Reduce wastewater leaks and minimize the impact on water quality (public health); and last but not least;
  • Minimize the negative impact on the environment.

The firm will undertake the following activities:

  • Environmental and social implementation support;
  • Assist the Client in developing and integrating the policies, plans, procedures, actions and mitigation measures required under the ESAP, RAP/LRP and SEP into the project procedures, as appropriate;
  • Assist the Client in developing a system that supports accurate reporting of E&S performance and their annual reporting to the Bank;
  • Assist the Client in developing a system that supports accurate reporting, where appropriate, on any identified gender equality or social issues to ensure non-discrimination and equal opportunity;
  • Review the issues and mitigation measures proposed in the environmental and social due diligence and audit, SEP and ESAP, as well as the current environmental management practices environment to have a good understanding of the current issues;
  • Assist the PIU in implementing the actions required under the environmental and social review and audit, the Stakeholder Engagement Plan (SEP) and the Environmental Action Plan (ESAP). Prepare the national Environmental Impact Assessment (EIA) and public consultations in accordance with the regulatory requirements and the EU EIA Directive and obtain permission to carry out the EIA;
  • Prepare detailed design, maintenance work process and tender documents;
  • Evaluate tenders and prepare tender evaluation reports, assist in contract negotiations and prepare a draft contract agreement;
  • Construction supervision and contract administration services;
  • Strengthen the capacity of implementing agencies and implementing organizations;
  • Assistance in the development of the Environmental Management and Monitoring Plan.
