Objectives:

The Affordable Rural Housing Program (ARHP or the program) is an ADB loan to Uzbekistan that was designed using the results-based lending (RBL) approach. The $500 million program aims to help the Government of Uzbekistan improve the quality of life in rural areas of Uzbekistan by providing affordable housing. The program includes eight (8) disbursement-linked indicators (DLIs). Disbursements under the program are linked to the successful achievement of these indicators.

The DLIs. ADB is providing a technical assistance (TA) grant to the Government to support the effective implementation and monitoring of the program. The proposed TA activities include support in strengthening the program systems for the effective management and implementation of the ARHP, primarily in the areas of monitoring activities related to DLI and non-DLI objectives, program and procurement action plans, and safeguards and fiduciary aspects.

The firm will carry out the following activities:

  • Collect additional data, where necessary, on the achievement of stated DLI indicators and other relevant indicators from secondary sources;
  • Prepare the Gender Equality Action Plan (GEAP), Environmental and Social Management Plan (ESMP), Resettlement Plan, consultations and other social development documents;
  • Finalize the Environmental, Social Management System (ESMS) and Resettlement Plan reports. Assess the implementation of the beneficiary selection process at the community (mahalla) level and participating commercial banks;
  • Determine a statistically significant random sample from among the submitted data and ARHP regions for verification;
  • Revise the government resolution on beneficiary selection under SARHP and ARHP;
  • Assess the implementation of the beneficiary selection process at the community (mahalla) level and participating commercial banks;
  • Finalize the Environmental and Social Management System (ESMS) reports;
  • Prepare and submit to ADB a report on the verification results, including the extent (full or partial) of achievement of the established DLI; and ensure acceptability of the verification report to ADB;
  • Identify a statistically significant random sample of the submitted ARHP data and regions for verification;
  • Review the government regulation on the selection of beneficiaries under the SARHP and ARHP;
  • Assess the implementation of the beneficiary selection process at the community level and participating commercial banks;
  • Review the partner report (MMU/MOE) on the achievement of 2017 targets under the designated DLI and selected non-DLIs;
  • Review the government report (MMU/MOE) on the achievement of annual targets under the designated DLI and selected non-DLIs;
  • Identify a statistically significant random sample of the submitted ARHP data and regions for verification;
  • Confirm the implementation of clear and improved criteria for contractor registration, which should be publicly available;
  • Assess the effectiveness of contract packaging, with the average contract package size being at least 12 housing units;
  • Analyze the implementation of the procurement action plan and make necessary adjustments based on the overall assessments of both the national procurement reform and the program results;
  • Assist the ADB team and the government in implementing the procurement action plan and strengthening the national procurement system;
  • Assist ADB staff in tasks related to coordination and preparation of various management reports related to the procurement reform initiative;
  • Assess the SCAC contractor registration system in terms of its public accessibility using web technologies;
  • Analyze current practices and ongoing reforms of national procurement systems as they relate to SARHP and ARHP.
