The objective of the feasibility study of the planned investment project is to analyze the most effective and most appropriate technical solutions to achieve the project objectives by:

  • (i) ensuring reliable access to clean drinking water;
  • (ii) reducing the negative impact on the environment as a result of wastewater pollution;(iii) increasing the efficiency and sustainability of drinking water supply systems, wastewater collection and disposal in the project cities.

The firm carries out the following activities:

  • The consultant’s tasks include conducting feasibility studies to determine the most cost-effective investment options in water supply for the proposed investment project. It is expected that such a feasibility study will help the Government of the Republic of Uzbekistan and the European Investment Bank to consider all necessary issues of project financing;
  • Conduct an environmental impact assessment, including at the pre-construction stage, during the construction stage and during the operation of the facility. The assessment should examine the medium- and long-term impacts and identify measures to be taken to mitigate the impacts;
  • Prepare an Environmental and Social Management Planning Framework (ESMPF), environmental and social reports;
  • Assist the Client in developing and preparing a resettlement planning framework;
  • Provide a full description and diagram of the reconstruction/new components; population served, current and planned;
  • Operation and maintenance; necessary investment in laboratory work; total time of description; communities living near the project site; existing/new roads and other supporting infrastructure;
  • Use and provide as many maps, sketches, diagrams as possible to confirm and explain the facts;
  • Collect, evaluate and present relevant characteristics (baseline information) in the environmental characteristics of the study area. Include information on any changes (analysis) that were made prior to the project to identify sociological and environmental issues in the study area;
  • Develop an Environmental and Social Management Plan (ESMP) based on the data and information collected;
  • Assess the environmental impact of the investment project in accordance with the Safeguarding Policy of the European Investment Bank and the National Legislation of the Republic of Uzbekistan in the field of environmental protection;
  • Develop an Environmental and Social Management Plan (ESMP) as part of the study assessing the impact on the social and ecological environment;
  • Identify potential social issues, negative impacts or risks;
  • Create baseline data for social monitoring and evaluation;
  • Propose gender-sensitive measures to maximize benefits to the poor and social benefits for men and women, and to mitigate any negative impacts;
  • Propose mechanisms and indicators for social monitoring and assessments;
  • The current state of water supply and sanitation services in the project areas has been accurately identified, assessed and documented;
  • Priority physical investments to address the identified problems have been identified and agreed upon with the Ministry of Housing and Utilities and the operating companies;
  • The investment program has been assessed with due precision and compared with the proposed financing;
  • The expected impact of the proposed investments on future operations and operating costs has been assessed and optimized;
  • General surveys of beneficiaries in the sub-project areas have been conducted.
